CRC Energy Efficiency Scheme: An Introduction to Reporting (white paper #1)

To ensure that catastrophic environmental damage does not occur as a result of rising carbon dioxide levels in the atmosphere, the UK government is one of many nations to adopt a target to reduce greenhouse gas (GHG) emissions by at least 80% by the year 2050, as compared to a 1990 baseline.

The Carbon Reduction Commitment (CRC) requires that companies must achieve energy efficiency or purchase allowances from the government based on the amount of CO2 emitted. The program is intended to be revenue neutral, rewarding the companies that achieve significant reductions. The program is expected to start in 2010.

Implications of the CRC Reporting Regulation

The Carbon Reduction Commitment (CRC) legislation is far-reaching; it will affect approximately 20,000 organizations within the public and private sectors in the UK. Disclosures will be required for submission to the Environment Agency by the summer of 2010, at which time and baseline carbon "footprints" will have been calculated and submitted, and eligibility will be determined.

Governments around the world are in general agreement that the levels of greenhouse gas (GHG) emissions must be aggressively reduced or significant adverse effects are likely.
